sitting ducks out there, nine counties. palm, stand by for a moment. barbara starr at the pentagon also has some remarkable information about this suspect's past in the military. barbara, this man knows how to use a rifle. he's been awarded for his marksmanship. >> reporter: that's right. the u.s. navy quickly assembling what records it has on this man. and telling us he was a navy reservist. just until a few days ago, he separated from the naval service. we don't know when the last time is he showed up. but he has shooting expertise. let's go through it. according to navy records, he has been awarded the rifle marksman ribbon and the pistol expert medal. these are awarded for achieving a certain level of shooting accuracy at various distances. let's be clear. the plan is not a navy commander, he's not a navy s.e.a.l. he held a number of jobs as a reservist in navy security operations. in fact, he went to iraq, we are told, and had a job providing military security on iraqi oil platforms, to have that job, it is most likely we are told he did receive some advanced weapons training. you

the pentagon and a lot of defense contractors and they are going to get whacked if sequestration happens. mandatory arbitrary really budget cuts that it will take affect march 1st. suburban maryland has national institutes of health. military hospital, naval hospital, the food and drug administration. so suburban maryland has a lot invested in the health sciences. and they are going to suffer too if sequestration happens. and my column focuses on the affect on medical research. the national institutes of health provides almost all of funding in the country for basic medical research. and they are very excited about a lot of promising things going on in health research right now especially related to flu, cancer, muscular dystrophy, diabetes, alzheimers. and they say they are already strapped. they've actually been losing ground in terms of how much medical research they can fund over the last 10 years and if sequestration happens, it's going to be a really big set back. >> do we know how much money they do stand to lose? >> they stand to lose $1.6 billion just the national institutes of

doing this from tsa to the pentagon and you have the white house, i believe, egging them on. it's in the white house' interest to create the most lurid possible story about what the cuts would mean. they want to put them off or substitute tax increases for them. jon: we heard ray lahood talking about airport patrol towers that will be unmanned from midnight on. frankly there are a lot of airport control towers unmanned from midnight on and pilots land anyway. >> the way these things were designed, they were designed to be stupid and designed to make it painful for both sides. so they do something else to reduce the deficit instead, that is not going to happen. the sequester is going to happen march 1st and i think after that at some point hopefully both sides will sit down and figure out a more rational way to allocate these cuts. these cuts should happen. if we can't gut 3% of the budget over ten years we moisture as well declare national bankruptcy right now. jon: interesting that its discretionary funding, and programs that are getting cuts, no cuts from mandatory spending. >
